This work is motivated by the COVID-19 pandemic we currently are suffering from. It has brought to light a great level of unpreparedness inside the healthcare systems in dealing with a health crisis. Herein, we develop a healthcare response tool based on a decision aiding model in order to construct a COVID-19 patient care network, following the evolution of the pandemic in a certain territory throughout a time horizon, by dynamically arming and disarming healthcare facilities to handle COVID-19 patients and managing patient demand allocation in that network.
